This book is the first book in a duology (followed by "Dragon Haven") where we pick up on the salvaged serpents from Hobbs' Liveships Trilogy. I recommend that you read those first; however, strictly speaking, it's not necessary as these books stand alone. The action takes place in the Rain Wilds, where conditions are harsh, and give rise to mutations such as scaling and claws in humans who are affected by the ambient magic left by dragons and Elderlings from centuries before.

Dragons hatch out of the cocoons made by the serpents who spent too long at sea; it's also the wrong time of year, and they seemed to have lost many of their tribal memories in the process. So, what hatches is a sickly, stunted, weak bunch of creatures--more pitiful than majestic. Unable to hunt they need human assistance just to stay alive.

A group of scaled "marked" humans teens are assembled to partner with the dragons to help them thrive, and eventually they are encouraged to move them upstream. Other humans in the group are: a scholarly woman in a loveless marriage; her escort--who's secretly her husband's lover and has an agenda of his own; and the barge captain, leading the group up the Rain Wilds River, who also has secrets.

Robin Hobb creates plausible scenarios and interesting character interactions as always. Her strength seems to lie in the interior development of the characters--every one of them seems real and to have real weight. Some find her writing slow, perhaps due to this facet of her writing, but this is what I love about her fiction. Highly recommended!
